Develop low-carbon eco-city and green ecological city, in 2020, accounted for new buildings of urban green building ratio reached 50%. Accelerate heat metering reform, the new building heating metering and renovation of existing buildings through the implementation of heat metering and charging.
Energy Action Plan, China will implement conservation priority, based on domestic, green carbon, innovation-driven four strategies. According to the plan, by 2020 China is total primary energy consumption control about 48 million tons of coal, coal consumption controlled at about 4.2 billion tons; basically formed a relatively complete system of energy security, energy self-sufficiency is maintained at about 85% ; non-fossil energy sources accounted for 15%, the proportion of coal consumption control in less than 62%; the basic formation of a unified, open, competitive and orderly modern market system energy.
